At the heart of the Initiative is a new way of thinking about middle-market neighborhoods - places with significant amenities but vulnerable to negative change.  The Healthy Neighborhoods Initiative is not a specific program with rules and guidelines.  It is, rather, an approach that values the ongoing engagement of residents and works with the real estate market to position neighborhoods as places of choice.<br><br>This plan outlines the basic framework of the Healthy Neighborhoods Initiative in Milwaukee and lays out a direction for its growth.<br><br><FONT FACE=\"arial, Helvetica, Sans Serif\" SIZE=\"3\" COLOR=\"darkgreen\"><B>The Importance of Middle-Market Neighborhoods to Milwaukee</B></FONT><br><br>Middle-market neighborhoods are places that are neither severely deteriorated nor experiencing a strong real state market viewed as \"hot\" opportunities for private market redevelopment.  They have significant amenities - quality housing stock, strong patterns of homeownership, committed neighbors.  These neighborhoods are the places in Milwaukee where much of the city's affordable housing stock is located and where it is possible for working families to buy a house.  At the same time, these neighborhoods are beginning to fray at the edges.  They may be experiencing fewer home purchases by live-in owners and more conversion to rental.  Physical conditions may be beginning to decline as existing residents see changes that undermine their confidence.  The strong social connections that characterized these neighborhoods may be beginning to weaken as people leave and new residents are slow to play an active role.<br><br>Preserving these neighborhoods is essential if Milwaukee is going to retain and attract working families that are essential to the long-term viability of the city.  There are many neighborhoods that offer good choices for the workforce the city needs to be economically competitive - yet these neighborhoods often escape the attention of public policy.  It is wiser to build on the strengths of the neighborhood now and to invest resources than to defer resources and let the neighborhood be more vulnerable to negative change in the future.<br><br><FONT FACE=\"arial, Helvetica, Sans Serif\" SIZE=\"3\" COLOR=\"darkgreen\"><B>Basic Principles of the Healthy Neighborhood Approach</B></FONT><br><br>Many neighborhood revitalization efforts target the most distressed urban areas or focus on maintaining housing affordability in the face of gentrification.  But these approaches have had little impact on slowing the trend of suburban out-migration.  This results in neighborhoods losing, or being unable to attract, the solid middle-class and working population cities need.<br><br>At the heart of the Healthy Neighborhoods approach is the idea that places compete with each other for investment and a key component in neighborhood revitalization is to help neighborhoods be more competitive.  Some of the competitive advantages for neighborhoods in the middle are their affordable housing stock, their location, and the sense of neighborhood they are still able to project.  But just having these qualities is not enough.  Neighborhoods have to develop strategies that can be intentional about retaining and attracting solid working families.<br><br>The basic idea is this:  In order to position neighborhoods as places of choice, interventions need to be intentional in attracting homebuyers versus investors.  They must strengthen physical conditions so the neighborhood looks healthier.  They must engage neighbors in actions that reinforce a positive image and in marketing the neighborhood.  All these various actions are connected and can enhance each other.  But they most often do not happen on their own.  There must be leaders and organizations that can put in place new skills and understanding that can help neighborhoods compete successfully.<br><br><B>The basic principles that drive the Healthy Neighborhoods approach are outlined below.</B><br><br>Neighborhood targeting.  Neighborhoods have to have enough strengths to compete effectively.  In Milwaukee, that means a fairly strong percentage of homeownership and neighbors who want to improve their neighborhood.  Interventions also must be carefully targeted, building on the strengths that exist in the neighborhood.<br><br>An orientation to the market.  Understanding the basis for why people are making the choices they are about the neighborhood is a key first step in being able to influence those choices.  Unlike many community development efforts that focus on real estate development, Healthy Neighborhoods groups focus on influencing the day-to-day decisions residents and homebuyers make about the neighborhood.<br><br>Engaging neighbors.  The Healthy Neighborhoods approach recognizes the key role of residents as both leaders and investors in the future of the neighborhood.  A key component is developing change strategies that engage residents.<br><br>Attention to the unique identity, character, and assets of the neighborhood.  Every neighborhood is different and the elements that make it special need to be highlighted.  City neighborhoods are often prisoners of negative perceptions and oftentimes community development activities reinforce those negatives.  The Healthy Neighborhoods approach focuses intentionally on promoting a positive neighborhood image.<br><br>Building and maintaining wealth.  The investment people make in homeownership is the most significant investment most people make.  The value of that investment is closely linked to the health of the neighborhood.  If values remain flat or  appreciate at a rate less than the regional average, neighborhoods become a less logical choice for existing residents and new homebuyers.  They become, in effect, losing propositions.  The Healthy Neighborhoods approach values stable, increasing rates of appreciation that help residents build wealth.<br><br><FONT FACE=\"arial, Helvetica, Sans Serif\" SIZE=\"3\" COLOR=\"darkgreen\"><B>The Healthy Neighborhoods Initiative in Milwaukee</B></FONT><br><br>The ideas behind intervening in middle-market neighborhoods were first introduced to the Greater Milwaukee Foundation in a grant to NHS of Milwaukee to intervene in the Rufus King and Martin Drive neighborhoods.  In spring of 2005, a number of people engaged in community development work in Milwaukee visited Baltimore to learn more about how foundations and local groups were intervening in middle-market neighborhoods, which had institutionalized into the Baltimore Healthy Neighborhoods Initiative.<br><br>Although NHS was not able to continue its work, the Greater Milwaukee Foundation saw promise in the Healthy Neighborhoods philosophy and how a greater focus on middle-market neighborhoods could be developed in Milwaukee.  The Foundation, along with LISC and the City of Milwaukee, convened a training to introduce the community development field in Milwaukee to the Healthy Neighborhoods approach.<br><br>Early on, the Foundation decided not to create a highly structural program but, rather, chose to make grants to groups who were incorporating elements of this approach in their work.  Out of the training, four groups emerged that received funding from the Foundation to explore the implementation of these concepts.<br><br>The first four groups selected represent a diverse set of neighborhood-based organizations carrying out a range of strategies geared to the unique qualities of each neighborhood.  They are:<UL>  <LI>A traditional issue-oriented community organization strengthening its capacity to influence market choices and strengthen social connections.  (Sherman Park Community Association/Sherman Park)</LI>  <LI>A community development corporation strengthening its neighborhood marketing capacity and its ability to handle neighbors.  (Layton Boulevard Neighbors/Silver City)</LI>  <LI>A local community center focused on strengthening the neighborhood around it.  (Agape Community Center/Thurston Woods)</LI>  <LI>A neighborhood association with a desire to expand and diversify its set of neighborhood stakeholders (Enderis and Neighborhood Association/Enderis Park)</LI></UL>In addition, the Greater Milwaukee Foundation, along with the Helen Bader Foundation, provided support to the City's Targeted Investment Neighborhoods (TIN) Program to expand the approach of TIN groups' use in addressing target neighborhoods.While each neighborhood is different and the approaches employed by the groups are driven by local conditions, it is clear some common themes are emerging.<UL>  <LI>The importance of engaging neighborhood residents around positive actions to market their neighborhoods and not just around solving \"crime and grime\" issues.</LI>  <LI>Greater attention to influencing the actions of realtors and homebuyers.</LI>  <LI>Development of community pride projects that engage a broad range of residents in activities that both change the look and feel of their block while strengthening social connections among neighbors.</LI>  <LI>Promotion of physical changes that raise the standards of maintenance and improvement.</LI>  <LI>An intentional effort to promote a positive neighborhood image.</LI></UL>While this work is just beginning, positive changes are happening.  Groups are changing their approach from problem-solving around community negatives to focusing on positives.  There is more strategic thinking around how to link everyday actions to more directly achieve neighborhood change outcomes.  And most importantly, groups are connecting more effectively with neighbors.<br><br><B><FONT FACE=\"arial, Helvetica, Sans Serif\" SIZE=\"3\" COLOR=\"darkgreen\">The Results We Want to Achieve</FONT></B><br><br>The Healthy Neighborhoods Initiative is about creating real results in neighborhoods and changing the way middle-market neighborhoods are addressed in public policy.  While the organizations in the initial four neighborhoods are very different, they are all organizing their work around a common set of outcomes.<br><br>The outcomes for the neighborhoods are as follows:<UL>  <LI>Stronger, more positive neighborhood image that can attract solid new homebuyers and investments by neighbors.</LI>  <LI>More stable neighborhood housing markets with improving property values and homeownership rates.</LI>  <LI>Physical conditions that reflect pride of ownership and communicate an improving, healthy place.</LI>  <LI>Stronger social connections among neighbors and an expanded capacity to manage day-to-day issues.</LI></UL>Along with these outcomes for the neighborhood, there are larger public policy outcomes we hope to achieve.  These larger outcomes include:<UL>  <LI>Building leadership from both the public and private sector around the importance of retaining and expanding the middle-class in Milwaukee and to improving the health of middle-market neighborhoods.</LI>  <LI>A strong commitment by the City of Milwaukee to this effort.  The City of  Milwaukee has expressed an interest in this approach, particularly in the expansion of the TIN program.  However, the longer term involvement by the City as an investor will be most important as the program expands.  Commitment of public resources is essential to attract more partners.</LI>  <LI>The need to focus greater attention on issues that can undermine neighborhood health and the positive work being done in neighborhoods.  Currently these issues include rising foreclosure rates and predatory lending.</LI></UL><B><FONT FACE=\"arial, Helvetica, Sans Serif\" SIZE=\"3\" COLOR=\"darkgreen\">Conclusion</FONT></B><br><br>It is time to begin a real discussion about the importance of good neighborhoods in building a competitive workforce for Milwaukee and to enhance that discussion with strategic actions that inform the community development field about how to best intervene in neighborhoods.<br><br>There are two choices facing community development in Milwaukee.  We can continue to support the status quo and its somewhat fragmented approach to investing in neighborhoods.  While this approach has achieved some results, it is unclear whether it has helped stem the loss of middle-income households from middle-market neighborhoods.  A second approach would see a major outcome of community development as attracting and retaining solid working households in the city.  It would value middle-market neighborhoods as assets and organize programs and resources around the outcome of making those neighborhoods stronger.  This is the thinking behind the Healthy Neighborhoods approach - an approach we see as critical to the long-term health of the city.<br><br><br>        </TD>      </TR></TABLE></font></div>"

That was the most incredulous statement that I have heard this entire afternoon.  Your feigned innocence of oh, I had no clue, I never knew what a blunt was until I went and did research. I never smoked marijuana so I didn't know what a blunt wrapper was.  I don't smoke either but I know what a blunt is. All of the time you spent sir going into detail about that with Mr. Jackson (Brookfield tobacconist called as an expert witness), none of that was actually required as far as I'm concerned to get to the point that these particular items are drug paraphernalia.  Back in my day, what they use to use because they didn't have these was the Tops paper.  Just because they said it was for cigarettes didn't mean that people didn't roll a joint with it.  And, back then, a blunt was a joint.  All they do is keep changing the name.  Every generation gets a new name for the marijuana.  And Mr. Little, please be clear that nobody believes that any company is going to legitimately advertise 'purple haze' for rolling marijuana, 'purple haze' for rolling joints.  They're not going to say that because you can't.  So the fact that it doesn't say that it's for marijuana means absolutely nothing.  They have to say its for something legitimate.  They use brillo pads as part of smoking cocaine.  I will assure you that Brillo had no concept that, when those things were made,  that somebody would use them later to smoke cocaine.  But we all know, sir, the primary use for these is smoking weed . . . another name they call marijuana.  But maybe you don't know about that either, not sure.  <br><br>Now, so Mr. Stephens has met his burden of proof as far as drug paraphernalia.  The problem, sir, is with this whole business that you were not present on the particular date in question.  Had this been a day when you were present, we wouldn't be having any discussion.  You would have been found guilty in a hot second and, Mr. Little, I would have set your fine at the maximum which is $1,000 in this particular case . . . and the reason I would have done that, Mr. Little, is because you came in here and told me that bald face lie. <br><br>Now, having said that, it pains me to no end, Mr. Little, to have to find you not guilty because I am very clear that you knew what you were doing. Today, we might say she thought outside the box. In her time, this Lady of the Lighted Schoolhouse could look at a sandbox and see the possibility of a playground within walking distance of every child; could meet each playground attendant and see the possibility of training a future community leader; and could view the ravages of the Great Depression and see the city's recreation playfields as social centers that would knit our community together.<BR><BR>Starting with activities as simple as box hockey, bean bag toss and checkers, and classes as varied as lip reading, millinery, boxing, debating and mandolin, the city's playgrounds drew national attention and became the equivalent of our modern day entertainment meccas. After World War I, there were citizenship and English classes; during the Depression, there was family movie night for a nickel on Wednesday and classical opera for ten cents on the weekends. Beginning in 1932, chess was taught in all playground centers and Milwaukee became internationally known for the quality of its players. An all-city weaving studio with 64 looms was begun in 1934, causing a visiting Eleanor Roosevelt to later remark that she had not seen such creativity in woven goods in other parts of the country.<BR><BR>Aside from the major sports, there were canoe races, weight lifting, dog sled derbies and Silver Skate meets featuring figure skating and barrel jumping. There were Saturday morning children's theatre productions and Saturday evening dances, nature centers and ethnic festivals. In fact, Milwaukee's present day Folk Fair had its origins at Enderis Park.<BR><BR>At the center of it all was Dorothy Enderis. She would appear regularly before the Board of School Directors during my term on that board to explain her program, what she was doing, how much money she needed, and she almost completely got her way. I once crossed her up by being concerned that some of her associates had some kind of a deal with a company making chess sets. She got outraged.
